Abstract Corruption and anti-corruption efforts are intertwined with political economic concerns. From an perspective, as the government strives to enhance its governance capabilities, it becomes crucial consider costs of supervision losses incurred from corruption. This evaluation is essential for formulating a scientifically sound strategy that maximizes benefits. To address this issue, paper presents model incorporates levels associated costs. The findings reveal in case homogeneous officials, optimal level supervisory input, which benefit, nearly zero when per capita income low due budgetary constraints on control. However, reaches certain threshold, input suddenly rises maximum decreases increases. Alternatively, if adopts zero-tolerance approach towards corruption provides adequate remuneration employees, ensuring all competent authorities can resist corruption, then be eliminated. Moreover, officials exhibit heterogeneity terms their honesty levels, conditions give rise middle range, resulting leads phenomenon known “partial corruption.” During phase, wages paid by employees promote honesty, preventing them engaging they unable curb corrupt activities more dishonest officials. some extent, also explains challenges eradicating several middle-income countries.
